Give people something - your website has to have a purpose otherwise no body will want to look at it. There's no point of having a website just for the sake of having one.

Be straight to the point - don't beat about the bush, show people what your website is about right from the start. For instance, if your site is about  website design links ;) don't put stuff about yourself on your homepage, put website design links there!

Don't be slow - Too many picture files can make your page slow to load. It's a proven fact that not many people will wait for more than 20 seconds for your site to load. 

Content - A website designer who is more bothered about content than layout will build a better site than a website designer who is more bothered about layout than content.

Be interactive - Websites that are interactive are much better than ones that aren't. Have a guest book so your visitors can tell you what you're doing right and what you're doing wrong. After all it's your visitors your site is aimed at not you. You could also add polls and message boards.

Add jokes - Jokes make sites funner and give a more personnel touch to your text.
